Focus -The successful administration of a building department is a complex and multifaceted task that requires a deep understanding of legal principles and their practical applications. Building officials and staff must know the legal implications of their actions and inactions, as minor oversights can have significant consequences. This workshop provides a comprehensive overview of the general law principles governing building and safety code administration and enforcement, equipping building professionals with the tools to navigate this challenging landscape confidently and skillfully.

During the Building Department Legal Aspects 101 session, we will cover some basic topics to ensure that you understand the subject matter. Specifically, we will cover the department's goals, authority, and building officials' various duties and powers. Additionally, we will delve into the intricacies of the application and permit process and the right of entry and denial of entry. You will also learn about the inspection process, which is critical for ensuring that buildings are safe and meet all relevant regulations. Finally, we will provide legal definitions to help you better understand the terminology used in this field. By the end of the session, you will have a foundation in building safety and be better equipped to navigate this important area.

Presenter: Terry Knox, M.B.A., CBO

Terry is a highly accomplished Development Services Director at Shums Coda Associates, with over 50 years of experience as an inspector, plan reviewer, Building Official, and educator. He has an MBA in Business Administration with a Minor in Construction Management, a Master of Business Administration with a Minor in Construction Management, a Bachelor of Science with a Minor in Construction Management, an Associate of Arts Degree in Building Inspection Technology, and a study at the University of Wisconsin - Madison College of Engineering. He is a respected member of various national professional organizations. He has served on several committees, including the International Code Council (ICC) Performance Standards Committee, Exam re-write Committee, Education Committee, and the California Code 2000 re-write Committee.

He has received accolades, including the Helen Putnam Award for Government Efficiency, the California Building Officials Hall of Fame, and a Proclamation of Exemplary Service by the State of California State Senate. He holds Post-Secondary Certifications for COAFS-04-377481, Director for COAFS-03-369378, and Instructor for COAFS-04-373750. From 1997 to 2004, he established one of the highest-rated post-secondary training institutes in the United States, successfully training and placing more than 900 students as inspectors, plan reviewers, and permit technicians.
